4.2 Computation of FOCA:
Example: FOCA for metered and unmetered consumption

Particulars Units May June July August
Total incremental cost (A) Rs. Crore -25.42 -12.54 0.23 23.17
Incremental cost to be recovered from metered consumers (Am = A * 10532 / (10532+878)4 ) Rs. Crore -23.46 -11.58 0.21 21.38
Incremental cost to be recovered from unmetered consumers (Au = A * 878/(10532+878)) Rs. Crore -1.96 -0.96 0.02 1.78
Units billed to metered consumer (Xm) M.U. 2143 2213 2151 2135
Connected Load of unmetered consumers (Yu) HP 8426216 8426216 8426216 8426216
FOCA for metered cons. (Am,j-2 / Xm,j-2) Rs./kWh 0.00 0.00 -0.11 -0.05
FOCA for unmetered cons. (Au,j-2 / Yu,j-2) Rs./HP/month 0.00 0.00 -2.32 -1.15

Note: The underlined data show that the FOCA for July / August is based on costs and billings for the month of May / June 2000. The costs and billings of May will be known at the end of June and will be thus recovered in FOCA for July.

The computation of FOCA for various consumer categories would be done in the following manner:

The FOCA for metered / unmetered consumers in a month j would be calculated as:

FOCAm,j = Am,j-2 / Xm,j-2 (Rs./kWh)
FOCAu,j = Au,j-2 / Yu,j-2 (Rs./HP/month)

4 In the last tariff order, Rs 10532 crore revenue is estimated from metered consumers and Rs 878 crore revenue is estimated from unmetered consumers.

Where, FOCAm,j = Fuel and Other Costs Adjustment charge for all metered consumption (Rs./kWh) for the month j
FOCAu,j = Fuel and Other Costs Adjustment charge for all unmetered consumption (Rs./HP/month) for the month j
Am,j-2 = Incremental cost to be recovered from metered consumptionThe incremental cost to be recovered from metered consumption would be calculated as (Aj-2 * Proportion of revenue from metered consumption estimated in determination of tariffs).
Au,j-2 = Incremental cost to be recovered from unmetered consumptionThe incremental cost to be recovered from unmetered consumption would be calculated as (Aj-2 * Proportion of revenue from unmetered consumption estimated in determination of tariffs).
Xm,j-2 = Number of units billed to metered consumers during the month for which incremental cost has been computed (i.e. month j-2)
Yu,j-2 = Number of HP (connected load) of unmetered consumers during the month for which incremental cost has been computed (i.e. month j-2)

The entire illustration of the formula for the period May to December 2000, assuming that the proposed formula was applicable from May, is provided in the table on the following page.
